Identifying hazards on scene and applying safety controls to protect responders and the public is the goal of a risk assessment. On arrival, you quickly scan for dangers like traffic, unstable structures, weapons or explosives, hazardous materials, fire, downed power lines, and changing crowd behavior. Each hazard is considered for how likely it is to cause harm and how severe that harm could be, then you put controls in place to reduce risk—establishing a safe perimeter, maintaining appropriate distances, using proper PPE, designating a safety officer, and coordinating entry and movement of teams. You continuously update the assessment as conditions evolve so actions stay aligned with the level of risk. The aim is to keep everyone safer while the incident is managed. Other choices miss the immediate focus on safety and protection on scene, addressing suspects, budgets, or public opinion instead.
